fa نقش هوش مصنوعی در بهبود واکنش به بلایا و ایمنی عمومی: یک مرور روایتی The Role of Artificial Intelligence in Enhancing Disaster Response and [NF1] Public Safety: A Narrative Review سلامت در بلایا و فوریت ها Health in disasters and emergencies مرور روایتی Narrative Review مقدمه: بلایای طبیعی و انسان‌ساخت تهدیدات جدی برای ایمنی عمومی، زیرساخت‌های بهداشتی و ثبات اقتصادی در سطح جهانی هستند. افزایش تعداد و شدت این حوادث، نیاز به رویکردهای نوآورانه برای بهبود آمادگی، واکنش و تاب‌آوری در برابر آن‌ها را برجسته کرده است. هدف: این مطالعه مروری با هدف بررسی نقش هوش مصنوعی در بهبود واکنش به بلایا و  ایمنی عمومی انجام شد. مواد و روش‌ها: این مرور روایتی با استفاده از پایگاه‌های داده معتبر شامل Pubmed ، Web of Science، Scopus، SID،  Magiran  و موتورهای جست‌وجوی Google Scholar و Semantic Scholar انجام شد. مقالات منتشر شده بین سال‌های ۲۰۱۸ تا ۲۰۲۴ در زمینه هوش مصنوعی، مدیریت بلایا و ایمنی عمومی که به زبان فارسی و انگلیسی بودند، مورد بررسی قرار گرفتند. از کلیدواژه‌های "هوش مصنوعی"، "مدیریت بلایا"، "ایمنی عمومی" و "پاسخ به بلایا" به هر دو زبان فارسی و انگلیسی برای جست‌وجو استفاده شد و یافته‌های 10 مقاله مورد تحلیل قرار گرفت. یافته‌ها: هوش مصنوعی نقش برجسته‌ای در ارتقای آمادگی، واکنش و تاب‌آوری کارکنان پاسخگو در مدیریت بلایا دارد. ابزارهای تحلیل پیش‌بینی‌کننده، توانایی پیش‌بینی بلایای طبیعی و شیوع بیماری‌ها پس از بلایا را فراهم می‌کنند و کارکنان پاسخگو را در برنامه‌ریزی و آمادگی بهتر یاری می‌رسانند. سیستم‌های نظارت لحظه‌ای، داده‌های متنوعی را جمع‌آوری و اطلاعات دقیقی از شرایط حادثه ارائه می‌دهند که کارکنان پاسخگو می‌توانند از آن برای تصمیم‌گیری مؤثر در واکنش سریع استفاده کنند. همچنین، هوش مصنوعی با بهینه‌سازی منابع، بهبود تریاژ بیماران، و ارائه خدمات پزشکی از راه دور، تاب‌آوری کارکنان درمانی و افراد تحت تاثیر بلایا را تقویت می‌کند. این کاربردها در نهایت موجب حفظ ایمنی عمومی و مدیریت مؤثر بلایا می‌شود. بحث و نتیجه‌گیری: کاربرد هوش مصنوعی در مدیریت بلایا می‌تواند آمادگی و تاب آوری کارکنان پاسخگو و افراد تحت تاثیر بلایا را افزایش دهد. رفع چالش‌هایی نظیر محرمانگی داده‌ها، تورش الگوریتمی و آموزش نیروی انسانی برای بهره‌گیری بهینه ضروری است. آموزش کارکنان پاسخگو به بلایا  برای آشنایی و استفاده مؤثر از این فناوری ضرورت دارد.   Introduction: Natural and human-made disasters pose significant threats to public safety, healthcare infrastructure, and global economic stability. The increasing frequency and severity of these events have highlighted the need for innovative approaches to improve disaster preparedness, response, and resilience. Objective: This narrative review aimed to investigate the role of artificial intelligence (AI) in enhancing disaster response and public safety. Materials and Methods: This narrative review was conducted using reputable databases, including PubMed, Web of Science, Scopus, SID, and Magiran, as well as the search engines Google Scholar and Semantic Scholar. Articles published between 2018 and 2024 in the fields of artificial intelligence, disaster management, and public safety were reviewed. Persian- and English-language studies were included. The keywords “Artificial Intelligence,” “Disaster Management,” “Public Safety,” and “Disaster Response” were searched in both Persian and English. Ultimately, the findings of 10 relevant articles were analyzed. Results: Artificial intelligence plays a substantial role in improving preparedness, response, and resilience among disaster response personnel in disaster management. Predictive analytics tools enable the forecasting of natural disasters and post-disaster disease outbreaks, thereby assisting responders in planning and preparedness efforts. Real-time monitoring systems collect and analyze diverse data sources and provide accurate situational information, enabling responders to make timely and effective decisions during emergencies. In addition, AI enhances resource optimization, improves patient triage, and facilitates telemedicine services, thereby strengthening the resilience of healthcare workers and disaster-affected populations. Collectively, these applications contribute to improved public safety and more effective disaster management. Conclusion: The integration of artificial intelligence into disaster management can enhance the preparedness and resilience of both disaster responders and affected populations. However, challenges such as data privacy, algorithmic bias, and inadequate workforce training must be addressed to ensure optimal implementation.
